Former Marine Coatings Facility

SKA Consulting was retained by an international marine paint/coatings manufacture to conduct an environmental compliance review of previous environmental investigations and develop additional site investigation and remediation options on an approximate 4.0-acre former industrial and marine-grade paint manufacturing facility.  The paint manufacturing facility was active from the early 1940s through early 2000.  Based on the site history, organic and inorganic constituents of concern (COCs) were identified in soil and groundwater on the property.

SKA performed additional site investigations including further soil and groundwater sampling and testing.  In this effort, SKA installed numerous soil borings across the property to characterize, confirm, and delineate impacts and/or possible impacts in shallow soils, completed soil borings inside a former manufacturing building to characterize the soils beneath the concrete slab, and re-installed several monitoring wells across the site and sampled groundwater per EPA-approved low flow sampling guidelines.

Remedial activities included the removal and disposal of several hundred cubic yards of characteristically hazardous soil and quarterly monitoring of arsenic impacts in groundwater.  At the conclusion of the remedial activities, SKA prepared a Response Action Completion Report (RACR) required by the Texas Commission on Environmental Quality (TCEQ) Voluntary Cleanup Program (VCP) to document all remedial activities were completed to the requirements of the TCEQ, and requested site closure.  Final closure of this site was granted in April 2004.

Of note, previous investigations had been performed for five years with no resolution of outstanding concerns at this site. SKA completed the additional work required at this site and achieved final regulatory closure within 16 months of being selected for this project.
