 Mar Bella Property Drill Sites
SKA was retained by Taylor-Morrison to perform an environmental due diligence study and site investigations for the potential acquisition of an approximately 457-acre undeveloped property located in League City, Galveston County, Texas. The Phase I Environmental Site Assessment (ESA) identified two historical oilfield drill sites on the property that had been predominantly undeveloped since 1932. Upon acquisition of the property by the Client, the two drill sites were entered into the Railroad Commission of Texas (RRC) Voluntary Cleanup Program (VCP) with the ultimate goal of obtaining a final Certificate of Completion for residential land use with no restrictions.
Site investigations were supported with extensive subsurface soil investigations, geophysical studies, and a focused groundwater sampling plan which identified adverse contaminants in shallow soils consistent with former petroleum exploration and production activities. Specifically, arsenic and barium were identified above their respective critical Texas Commission on Environmental (TCEQ) Texas Risk Reduction Program (TRRP) Tier I Residential Protective Concentration Levels (PCLs) in shallow soils within a former oilfield reserve pit overgrown with vegetation.
The soil response actions included source removal of 220 cubic yards of inorganic-impacted soils and off-site disposal. Confirmation soil samples collected by SKA from the excavation areas confirmed all native soils were protective of their applicable PCLs. All corrective actions were managed by SKA and were documented in a Response Action Completion Report (RACR) to the RRC-VCP. Upon approval of the RACR, the RRC-VCP will issue a final Certificate of Completion for residential land use with no restrictions (anticipated regulatory closure is Summer 2009).
