13-Acre Oilfield Property SKA was retained by a private developer to pursue regulatory closure through the Railroad Commission of Texas (RRC) Voluntary Cleanup Program (VCP) for an approximately 13.12-acre former oilfield property. The intended use of the former oilfield property is a residential subdivision so the ultimate goal is to acquire a final Certificate of Completion for residential land use from the RRC-VCP.
A Phase I Environmental Site Assessment (ESA) performed by SKA for the former oilfield property identified three historical oil and/or gas well casings, an approximately 1-acre oilfield reserve pit, and concrete pump jack pad. Geophysical studies were completed by SKA on the former oilfield property to positively identify the locations of the three historical well casings. A subsurface soil and groundwater investigation was implemented to confirm or deny if any adverse environmental conditions are present on the property resulting from the historical petroleum exploration and production (E&P) activities.
The subsurface investigations identified inorganic and organic impacted soils and groundwater at the former oilfield property above their respective critical Texas Commission on Environmental Quality (TCEQ) Texas Risk Reduction Program (TRRP) Tier I Residential Soil and Groundwater Protective Concentration Levels (PCLs). Additional site investigations are currently proposed to delineate the soil and groundwater impacts to applicable PCLs and the site investigation results will be detailed to the RRC-VCP in a Site Investigation and Data Screening Evaluation Report.
